U.S. Senate Sets September 15 CLARITY Act Vote

The U.S. Senate is preparing for a major vote on the Digital Asset Market CLARITY Act on Tuesday, September 15, 2026, marking another important step in the push for comprehensive cryptocurrency regulation in the United States. Senate Majority Leader John Thune filed cloture on the motion to proceed to the legislation before lawmakers left Washington for the August recess, setting up the September vote.


The CLARITY Act, formally known as the Digital Asset Market Clarity Act of 2025, aims to establish clearer rules for digital assets and determine which cryptocurrencies fall under securities or commodities regulations. The legislation would also clarify the responsibilities of federal regulators, potentially creating a more defined regulatory framework for crypto companies, exchanges and investors operating in the United States.


The September 15 vote is particularly important because it is part of the Senate's cloture process, which requires 60 votes to move forward. This means the vote should not be interpreted as a final vote to pass the CLARITY Act itself. Instead, it would determine whether the Senate can advance the legislation toward formal floor consideration and further debate.


The bill has already cleared a significant hurdle in the Senate Banking Committee. In May, the committee advanced the legislation by a 15-9 vote, sending it toward the Senate floor. Supporters argue that clearer regulations could provide greater certainty for businesses and investors while encouraging blockchain innovation and keeping more digital-asset activity within the United States.


However, the legislation still faces political and policy challenges. Senators continue to debate issues involving investor protections, stablecoin-related provisions, ethics rules and measures designed to prevent illicit financial activity. Banks and other financial institutions have also raised concerns about certain provisions, while the crypto industry has strongly supported efforts to establish a clearer market-structure framework.


For the cryptocurrency market, the September vote could become an important regulatory milestone. A successful procedural vote would bring the CLARITY Act closer to full Senate consideration and could increase expectations for clearer rules surrounding major digital assets such as Bitcoin, XRP and other cryptocurrencies. However, the outcome will depend on whether lawmakers can secure enough bipartisan support to move the legislation through the Senate.


With lawmakers scheduled to return from the August recess before the September 15 vote, negotiations are expected to remain active. The CLARITY Act still has several legislative steps ahead before it could become law, but the scheduled September vote gives the cryptocurrency industry a clearer timeline for one of the most closely watched U.S. digital-asset regulatory battles of 2026.
