Ripple and XRP are back in the regulatory spotlight as the U.S. Securities and Exchange Commission moves forward with a major crypto rulemaking discussion on August 14. The proposal, known as “Regulation Crypto,” could establish a tailored framework for certain crypto asset investment contracts.

The timing is significant for XRP. The SEC’s approach to digital assets has been closely watched by the crypto industry, particularly after its long-running legal battle with Ripple. That case was resolved in 2025, allowing attention to shift toward broader crypto regulation.

The proposed framework could give crypto businesses clearer pathways for raising capital while defining how securities laws apply to certain digital-asset offerings. If approved for public comment, the proposal would still need to go through the regulatory process before becoming final.

For XRP investors, the bigger question is whether clearer rules could reduce uncertainty surrounding established digital assets. Regulatory clarity has long been viewed as an important factor for institutional participation and broader adoption across the crypto market.

The development comes as the CLARITY Act faces delays in the U.S. Senate, with lawmakers expected to revisit the legislation after the August recess. The delay makes the SEC’s regulatory actions even more important for the industry in the near term.

Still, today’s SEC action should not be interpreted as a direct decision on XRP. The proposed rules concern broader crypto-market regulation, and any impact on XRP would depend on how the final framework is written and implemented.

For Ripple and XRP, however, the message is clear: the regulatory landscape is changing. As the SEC moves from years of enforcement toward formal rulemaking, investors will be watching closely to see whether the new framework creates greater certainty—or another major debate for the crypto industry.
